This draft European Standard applies to personal light electric vehicles totally or partially electrically powered from self-contained power sources with or without self-balancing system.
This draft European Standard applies to vehicles having battery voltages up to 100VDC, and/or an integrated battery charger with up to a 240VAC input.
It specifies safety requirements, test methods, marking and information relating to personal light electric vehicles to reduce the risk of injuries to both third parties and the user during intend use, i.e. when used as intended and under condition of misuse that are reasonably foreseeable by the manufacturer.
This draft tandard does not apply to:
-   vehicles that are considered as toys;
-   vehicles without self-balancing system with a seat;
-   vehicles intended for competition;
-   electrically powered assisted cycle (EPAC);
-   vehicles and/or devices intend for use under medical care;
-   electric vehicles having a maximum speed above 25 Km/h;
-   vehicles having a rated voltage of more than 100VDC or 240VAC.

Diese Europäische Norm gilt für persönliche leichte Elektrofahrzeuge mit oder ohne selbstbalancierendem System, die vollständig oder teilweise elektrisch durch eigenständige Stromquellen angetrieben werden.
Diese Europäische Norm gilt für Fahrzeuge mit Batteriespannungen von bis zu 100 V Gleichstrom und/oder mit einem eingebauten Batterieladegerät mit bis zu 240 V Wechselstrom Eingangsspannung.
Sie legt die Sicherheitsanforderungen, Prüfverfahren, Kennzeichnungen und Benutzerinformation für persönliche leichte Elektrofahrzeuge fest, um das Risiko von Verletzungen sowohl für Dritte als auch für den Benutzer während des bestimmungsgemäßen Gebrauchs zu reduzieren, d. h. wenn das Fahrzeug bestimmungsgemäß und unter den Bedingungen eines vernünftigerweise vom Hersteller vorhersehbaren Fehlgebrauchs genutzt wird.
Diese Norm gilt nicht für:
-   Fahrzeuge, die als Spielzeug zu betrachten sind;
-   Fahrzeuge ohne selbstbalancierendes System mit einem Sitzplatz;
-   Fahrzeuge, die für die Benutzung im sportlichen Wettbewerb bestimmt sind;
-   elektromotorisch unterstützte Fahrräder (EPAC);
-   Fahrzeuge und/oder Geräte, die für den Einsatz in der medizinischen Pflege bestimmt sind;
-   Elektrofahrzeuge mit einer Höchstgeschwindigkeit von über 25 km/h;
-   Fahrzeuge mit einer Nennspannung von über 100 V Gleichstrom oder 240 V Wechselstrom.

La présente Norme européenne s'applique aux véhicules électriques personnels légers (PLEV) propulsés totalement ou partiellement par un moteur électrique, à partir de sources d'alimentation autonomes, avec ou sans système d'auto-équilibrage.
La présente Norme européenne s'applique aux véhicules ayant des tensions de batterie allant jusqu'à 100 V en courant continu et/ou un chargeur de batterie intégré avec une tension d'entrée pouvant atteindre 240 V en courant alternatif.  
Elle spécifie les exigences de sécurité, les méthodes d'essai, le marquage et les informations relatives aux véhicules électriques personnels légers, visant à réduire les risques de blessure pour l'utilisateur et pour autrui lors de l'usage prévu, c'est-à-dire lorsque le véhicule est utilisé conformément à sa destination et dans des conditions de mauvais usage raisonnablement prévisibles par le fabricant.
La présente Norme européenne ne s'applique pas :
-   aux véhicules considérés comme des jouets ;
-   aux véhicules disposant d'un siège, sans système d'auto-équilibrage ;
-   aux véhicules prévus pour la compétition ;
-   aux cycles à assistance électrique (EPAC) ;
-   aux véhicules et/ou aux dispositifs prévus pour une utilisation sous contrôle médical ;
-   aux véhicules électriques ayant une vitesse maximale supérieure à 25 km/h ;
-   aux véhicules ayant une tension nominale supérieure à 100 V en courant continu ou supérieure à 240 V en courant alternatif.
