Child care articles - Part 1: Children's harnesses, reins - Safety requirements and test methods

Part 1 of this European standard specifies the minimum safety requirements
and test methods for strap and/or fabric assemblies for restraining children
from birth up to 48 months of age. These products are provided with a rein for
use when the child is walking and/or may be provided with detachable straps
for use in child use and care articles which are fitted with specified attachment
points.
Part 1 of the standard does not cover backpacks with a leading rein which are
covered in Part 2 of the standard. This standard does not apply to the
following:
 Restraint systems permanently fitted as an integral feature of child use
and care articles;
 Restraint systems intended for children with special needs;
 Restraint systems for use in motorised and power driven vehicles.
If the product has other functions not covered in this European standard,
reference should be made to the relevant European standard.

Dieses Dokument legt die Mindest Sicherheitsanforderungen an und Prüfverfahren für Rückhaltesysteme aus Gurten und/oder Stoffelementen für Kinder bis 48 Monate fest. Diese Produkte verfügen über einen Zügel zur Nutzung, wenn das Kind läuft, und/oder über abnehmbare Gurte zur Nutzung an Artikeln für Säuglinge und Kleinkinder, die mit dafür festgelegten Befestigungspunkten ausgestattet sind.
Dieses Dokument erfasst keine Rucksäcke mit Führungszügel, die von EN 13210 2 behandelt werden. Dieses Dokument gilt nicht für Folgendes:

Ces produits sont fournis avec une laisse de promenade à utiliser lorsque l’enfant marche et/ou avec des sangles amovibles à employer avec des articles de puériculture équipés de points de fixation spécifiques.
Le présent document ne couvre pas les sacs à dos équipés d’une laisse simple, lesquels sont traités par l’EN 13210-2. Le présent document ne s’applique pas à ce qui suit :
-   systèmes de retenue fixes faisant partie intégrante d’articles de puériculture ;
-   systèmes de retenue destinés aux enfants ayant des besoins particuliers ; ou
-   systèmes de retenue destinés à être utilisés dans les véhicules à moteur.

1 Scope
This document specifies the minimum safety requirements and test methods for strap and/or fabric
assemblies for restraining children from birth up to 48 months of age. These products are provided with
a rein for use when the child is walking and/or with detachable straps for use in child care articles which
are fitted with specified attachment points.
This document does not cover backpacks with a leading rein which are covered in EN 13210-2. This
document does not apply to the following:
— restraint systems permanently fitted as an integral feature of child care articles;
— restraint systems intended for children with special needs; or
— restraint systems for use in motorized and power driven vehicles.
If the product has other functions not covered in this document, reference should be made to the relevant
European standard.

4 Test equipment
4.1 Test frame
Rigid test frame comprising:
— two horizontal members against which the test dummy top eyebolt and bottom clamp may be secured
by bolts or clamps;
— 75 mm diameter conveyor belt roller positioned with a horizontal gap of (250 ± 10) mm between the
test dummy and roller. It shall be possible to adjust the height of the roller and/or the horizontal
members supporting the test dummy;
— height adjustable dynamic mass release mechanism (See Figure 4).

4.2 Test dummy
Dummy comprising:
— Bag 300 mm wide and 470 mm long filled with dry compacted sand, so that the whole constitutes a
rigid form (see Figure 4).
— Inside the closed end of the bag is a rectangular metal bar, 260 mm long, 25 mm high and 6 mm wide,
connected at the centre of its length to an eyebolt passing through an eyelet.
— The open end of the bag shall be sewn closed 50 mm from the bottom of the bag and clamped between
two rectangular bars, of minimum dimensions 400 mm long, 25 mm high and 6 mm wide, each with
four holes drilled at 160 mm and 180 mm from the centre of the bar and secured with nuts and bolts
through the inner holes. Additional holes may be drilled in the bar to ensure that the bag is securely
clamped. The outer holes enable the bottom of the dummy to be secured to the horizontal beam of
the test frame (see Figure 5).

4.3 Test mass assembly
4.3.1 General
In assembly that includes a suspension bar, shackles, spring, static mass and dynamic mass, the total mass
of the assembly, excluding dynamic mass shall be (7 ± 0,1) kg.
When the suspension bar and top shackles are not used, the static mass shall be adjustable so that the
total mass of the assembly excluding dynamic mass shall be (7 ± 0,1) kg.
The dynamic mass shall be either (13 ± 0,05) kg or (5 ± 0,05) kg and be capable of falling freely from a
height of 300 mm as shown in Figure 6.
The whole assembly can be used as a static mass.
4.3.2 Suspension bar
A metal suspension bar with a circular hole drilled in the centre and a circular hole drilled 100 mm either
side of the centre.
4.3.3 Spring
A spring with the following characteristics shall be used to support the static and dynamic mass from the
suspension bar:
stiffness (28 000 ± 10 %) N/M;
diameter of wire 3 mm;
external diameter 16 mm;
length without load 45 mm ± 5 mm
4.3.4 Shackles
Shackles shall have a diameter of 10 mm at the roundest end.
4.3.5 Release mechanisms
A bar or rod supported by the test frame which is withdrawn to release the dynamic mass (See Figure 6).

5 General test conditions
5.1 General
The tests shall be carried out in the order that they are listed in this document and on one sample, unless
otherwise stated.
5.2 Tolerances
Unless stated otherwise, all forces, masses and dimensions of the test equipment shall have tolerances as
follows:
forces ±5 %;
masses ± 0,5 %;
dimensions ± 0,5 mm.

6 Chemical hazards
A separate unconditioned sample shall be used for this test.
Migration of elements from surface materials shall not exceed the limits listed when tested in accordance
with EN 71-3:2019.
7 Mechanical hazards
7.1 Protective function
7.1.1 General
Touch and close fasteners shall not be used.
7.1.2 Harnesses
The harness shall have an adjustable waist belt, adjustable shoulder straps, a fastening system and fixing
point(s) for a rein and/or attachment straps.
The maximum slippage of the adjustment mechanisms shall be 20 mm when tested in accordance with
7.2.
7.1.3 Waist belt
The minimum width of the waist belt shall be 19 mm. The circumference of the waist belt shall be
adjustable.
The waist belt shall be fitted with a fastening system. It shall not be possible to adjust the harness
fastening system(s) to the front part of the harness.
Harnesses designed to be used from birth shall have a waist belt that can be adjusted to a maximum
circumference of 300 mm.
Harnesses designed to be used for a child from 6 months of age shall have a waist belt that can be adjusted
to a minimum circumference of 380 mm.
Harnesses designed to be used for a child from 12 months of age shall have a waist belt that can be
adjusted to a minimum circumference of 470 mm.
Harnesses designed to be used for a child up to 24 months of age shall have a waist belt that can be
adjusted to a minimum circumference of 490 mm.
Harnesses designed to be used for a child up to 36 months of age shall have a waist belt that can be
adjusted to a minimum circumference of 560 mm.
Harnesses designed to be used for a child up to 48 months of age shall have a waist belt that can be
adjusted to a minimum circumference of 570 mm.

7.1.4 Shoulder straps
The minimum width of the shoulder straps shall be 19 mm. Each shoulder strap shall be adjustable.
Harnesses designed to be used from birth shall have shoulder straps which are each adjustable to 250 mm
or less when measured from the top edge of the waist belt at the front to the top edge of the waist belt at
the rear (see Figure 7).

Harnesses designed to be used from 6 months of age shall have shoulder straps which are each adjustable
to 310 mm or less when measured from the top edge of the waist belt at the front to the top edge of the
waist belt at the rear (see Figure 7). Where the waist belt is not of uniform height along the top edge, the
measurement of each shoulder strap shall be taken from the lowest top edge extended horizontally to
both front and rear (see Figure 7).
The shoulder straps shall not be crossed diagonally at the front.

7.1.5 Training rein
The maximum length of the training rein between the inside of the waist belt at the attachment point on
one side and the inside of the waist belt to the attachment point on the other side shall be 1 200 mm (X1
+ X2 in Figure 8).
The minimum horizontal distance between the attachment points at the point where the training rein
joins the waist belt shall be 120 mm (see Figure 8).

7.1.6 Training rein extender
The training rein extender shall be a strap with a method of attachment to the training rein at one end
and a wrist loop or hand grip for use by the carer at the other end (see Figure 9).
The maximum length of the training rein extender including wrist loop/hand grip and attachment point
shall be 600 mm (see Figure 9).

7.1.7 Leading rein
The maximum length of the leading rein between the inside of the waist belt and the end of the leading
rein, including the carer’s attachment adjusted to its most onerous position shall be 1 200 mm.
7.1.8 Wrist type walking rein
The maximum length of the wrist type walking rein, including wrist loops adjusted to their most onerous
positions shall be 1 200 mm when a force of 200 N is applied.
The child's wrist loop shall have a circumference capable of adjustment to a minimum of 100 mm and of
minimum width of 19 mm.

1 Scope
This document specifies the minimum safety requirements and test methods for strap and/or fabric
assemblies for restraining children from birth up to 48 months of age. These products are provided with
a rein for use when the child is walking and/or with detachable straps for use in child use and care articles
which are fitted with specified attachment points.
This document does not cover backpacks with a leading rein which are covered in prEN 13210-2.
This document does not apply to the following:
— restraint systems permanently fitted as an integral feature of child use and care articles;
— restraint systems intended for children with special needs;
— restraint systems for use in motorised and power driven vehicles.
If the product has other functions not covered in this document, reference should be made to the relevant
European standard.

4 Test equipment
4.1 Test frame
Rigid test frame comprising:
— two horizontal members against which the test dummy top eyebolt and bottom clamp may be
secured by bolts or clamps;
— 75 mm diameter convey belt roller positioned with a horizontal gap of (250 ± 10) mm between the
test dummy and roller. It shall be possible to adjust the height of the roller and/or the horizontal
members supporting the test dummy;
— height adjustable dynamic mass release mechanism (See Figure 5).

4.2 Test dummy
Dummy comprising:
Bag 300 mm wide and 470 mm long filled with dry compacted sand, so that the whole constitutes a rigid
form, see Figure 5;
Inside the closed end of the bag is a rectangular metal bar, 260 mm long, 25 mm high and 6 mm wide
connected at the centre of its length to an eyebolt passing through an eyelet;

The open end of the bag shall be sewn closed 50 mm from the bottom of the bag and clamped between
two rectangular bars, of minimum dimensions 400 mm long, 25 mm high and 6 mm wide each with four
holes drilled with the centres 160 mm and 180 mm from the centre of the bar and secured with nuts and
bolts through the inner holes. Additional holes may be drilled in the bar to ensure that the bag is securely
clamped. The outer holes enable the bottom of the dummy to be secured to the horizontal beam of the
test frame (see Figure 6).

4.3 Test mass assembly
4.3.1 General
Assembly that includes a suspension bar, shackles, spring, static mass and dynamic mass.
The total mass of the assembly, excluding dynamic mass shall be (7± 0,1) kg.
When the suspension bar and top shackles are not used, the static mass shall be adjustable so that the
total mass of the assembly excluding dynamic mass shall be (7 0,1) kg.

The dynamic mass shall be either (13 0,05) kg or (5 0,05) kg and be capable of falling freely from a

height of 300mm as shown in Figure 7.
The whole assembly can be used as a static mass.

4.3.2 Suspension bar
Metal suspension bar with a circular hole drilled in the centre and a circular hole drilled 100mm either
side of the centre.
4.3.3 Spring
A spring with the following characteristics shall be used to support the static and dynamic mass from the
suspension bar:
stiffness 28 000 N/M ± 10 %;
diameter of wire 3 mm;
external diameter 16 mm;
length without load 45 mm ± 5 mm.
4.3.4 Shackles
Shackles shall have a diameter of 10 mm at the roundest end.
4.3.5 Release mechanisms
Bar or rod supported by the test frame which is withdrawn to release the dynamic mass (See Figure 7).

5 General test conditions
5.1 General
The tests shall be carried out in the order that they are listed in this document and on one sample, unless
otherwise stated.
5.2 Tolerances
Unless stated otherwise, all forces, masses and dimensions of the test equipment shall have tolerances as
follows:
— forces ± 5 %;
— masses ± 0,5 %;
— dimensions ± 0,5 mm.

5.3 Conditioning
Before testing, the product shall be washed and dried twice in accordance with the manufacturer's
instructions.
6 Chemical hazards
A separate unconditioned sample shall be used for this test.
Migration of elements from surface materials shall not exceed the limits listed when tested in accordance
with EN 71-3.

7 Mechanical hazards
7.1 Protective function
7.1.1 General

Velcro® or Velcro® type fasteners shall not be used.
7.1.2 Harnesses
The harness shall have an adjustable waist belt, adjustable shoulder straps, a fastening system and fixing
point(s) for a rein and/or anchorage straps.
The maximum slippage of the adjustment mechanisms shall be 20 mm when tested in accordance with
7.2.
7.1.3 Waist belt
The minimum width of the waist belt shall be 19 mm.
The circumference of the waist belt shall be adjustable.
The waist belt shall be fitted with a fastening system. It shall not be possible to adjust the harness
fastening system(s) to the front part of the harness.
Harnesses designed to be used from birth shall have a waist belt that can be adjusted to a circumference
of 300 mm or less.
Harnesses designed to be used for a child from 6 months of age shall have a waist belt that can be adjusted
to a minimum circumference of 380 mm or less.
Harnesses designed to be used for a child from 12 months of age shall have a waist belt that can be
adjusted to a minimum circumference of 470 mm or less.
